Hey, I am a Travel Agent with NOC 6521 which falls under the C category and according to Canada this is a semi-skilled job. I cannot apply to Express Entry since mine is not a Skilled job. All PNP nominations also require 0,A or B categorys. Even the Atlantic Immigration Process requires you to first have a job offer in hand. Even the provinces employing C category workers need you to be currently working in Canada. How can I apply and through which stream if I am looking for a job offer for Canada? And eventually Immigration & Citizenship.

Immigration is difficult for NOCs that are skill level C. You really do need to either have a job offer in Canada (along with an approved LMIA) or already be in Canada and working. You could look into completing additional education in Canada (although this is a very expensive option) which would give you an open work permit once you complete your studies and allow you to hopefully gain work experience in Canada.
