I have seen this weird action with my friend's application and want other members' opinion on the same. My friend is outlander and his application was submitted in Jan '17 after ITA. He got his PPR in end of Jun as well when he submitted his passport. Now, it is almost 2.5 months and there is no action and passport is with CIC.
In this strange situation, he can not get any status from CIC Canada as standard answer is given that your application is in progress be it from Canada or New Delhi office and he cant fly anywhere as he does not have his passport. Please let me know if there is anyone on the same boat and it is usual process.
