Applied application on 4th july

Respected sir, i have applied for study visa on 4th jully 2017. I still didn't get any response they are just saying your file is being processed, instead some of my friends had applied on 19th July and they got the visa, can you describe me the reason of being late? Or the immigration office is not picking the file consecutively? My classes are going to start after 15 days , i guess that i'll be late. Please reply me soon
