After completion of my education I applied for PGWP but it got refused. since I was past 90 days after completion of my education I did not applied again for it as there were chances of rejection and some other issues.
considering this I applied for Study permit which got accepted and I was not able to register any courses for September intake as my permit came late, so I am taking break this Intake and will continue next one.

My question is Am I allowed to Work off campus for 20 or more hours ? while on a break from studies ? because I know people who have worked on break as full time but CIC doesn't allow it is there any loophole in this or they ignore if someone has worked on break?

No - you're certainly not allowed to work. Working while on a break is illegal. You won't be able to start working again until you begin school again full time.

CIC does not ignore this rule. Sure - some people ignore this rule and work illegally. Of course some of those people are also caught, their study permits canceled and they're forced to leave Canada. If having a future in Canada is important to you - follow the rules.
