(i dont understand this, i am trying to make a histogram)
My wife says..."can we be in at least in 50% .."

You cannot send by post.
That I know.
You can never send by post overseas.
Can you send it through some one?
I dont know

but logically if you are in another country in which you entered using your passport
you cannot be without a passport in that country.
This is only my logic.

Some people say you can send it with some one and provide an authorization letter.
However the Indian government should know that (this is only my opinion)
and may be required to endorse that..

The best and authentic solution is to contact your local Indian embassy!

Infact the processing times you are mentioning is now irrelevant in the context of this of latest data available!
it is older by 3 months.
