Dear Mogboy Sir ! I respect you a lot for helping people here on this forum. But please refrain from terming

anyone Foolish without knowing the real facts . I request you to

join a Facebook group named " Prospective Canadian Immigrants ". On this group you will come to know that

how people suffered  at the hands of your so called honest Government. I am criticizing because due to

dumb immigration officers, i had put on hold my life's important decisions from the last 3 years. Why they were

 not able to estimate the application inflow under MI-1 , when they were not having enough space for processing

of applications ? I am a Doctor , working in Government Sector in India. My NOC is present in All three

Ministerial Instructions but Doctors who applied after me under MI-2 n MI-3 are sitting comfortably in Canada

but i am waiting from 3 years. Please answer me Why this discrimination with the same most in Demand NOC

? How can you justify this dumbness of Kenny ?

On 26th April.
The letter he received is dated 23rd April, 2012.

The rejection is approx 1.5 months after the in process.

Lubob please understand that I fully appreciate the level of frustration that you must be feeling and I cannot defend this government for its sheer incompetence, dumb policies and lack of foresight about the numbers of applicants it would have to deal with. The three streams, the letting the last in first and deleting the first group all smack of a callousness that I cannot defend. I also find it hard to understand why the ecas system has to be so lacking in transparency so that no one knows what is going on. That is different than suggesting that the government is corruptly abusing your application funds or that Kenny is simply "playing with you." To put it simply, they are honestly stupid!

On a personal level I have always been keen to suggest Toronto as a good starting place because of its financial prowess and diversity. As a doctor this may be poor advice for you. Overall Canada has a doctor shortage, but not in Toronto. They are needed in smaller cities and towns. There is also the problem of accreditation. The "urban Myth" of doctors driving cabs is not totally false, though its not typical. There are not enough residency positions for new arrivals to all get positions to gain accreditation. This is another mess that the government has allowed to grow, but again it's not malicious, just incompetent. I believe it is being addressed.

I worked as a civil servant for 29 years and for 3 of them I was an "Internal auditor." It was our job to go in to various departments and verify that things were being done in accordance with procedures and that there was no corruptions etc., and to report our findings. In my 29 years I never saw anyone take a bribe, nor was I offered one, and only once was someone unceremoniously fired and prosecuted for fraud. Coincidentally he was from India.

I loath this government for many reasons and would love to see them defeated in an election, so it gives me no pleasure to defend Kenny, but despite everything I do believe he is genuinely trying to improve the system which I agree is broken.

BTW my own personal doctor is a Chinese immigrant with a thriving practice and privileges at one of our best downtown hospitals. Keep the faith! You will make it and be successful.

This extract from a recent article may be of encouragement to Lubob and other doctors hoping to practice here.

“Given that approximately 38 per cent of Canada's physicians were aged 55 or older in 2010, the number of physicians needed to replace those who leave the workforce is likely to rise significantly in the near future,” he says.

Esmail concludes that, without a substantial addition of foreign-trained doctors, the Canadian physician-to-population ratio will shrink in coming years, just as it would have through the 1990s if foreign-trained  doctors had not made up for the shortfall caused by insufficient admissions to Canadian medical schools.

“Government-imposed limitations on the number of physicians being trained in Canada is a policy choice that is not serving the best interests of Canadians, be they patients in need of physicians or capable students who wish to become doctors but are unable to access medical training in this country,” Esmail said.

“Relying on foreign-trained doctors to fill the gap is not a sensible solution to the problem. Canada needs to be training enough physicians to meet the future health care needs of Canadians. The unfortunate reality is that poor policy decisions of the past leave us in a situation where we have little choice but to rely on foreign-trained doctors to ensure the physician shortage doesn't grow more acute in the short term."
