Answer

In 2004 a law was made that all Indian Citizens should carry their ITR or pan card to be produced at the airport if asked for while travelling out of India.

It is a little Known law and was strictly followed for 3 months where at random travelers ( not everyone) were asked to give their Pan No at Customs.

Some how this fumed out over time and lost its importance however a receipt of the Money you carry should be carried with you to avoid
in convenience

Un receipted money will call for trouble

do not carry more than 25000 INR in case you want to carry rupees thats the limit

Address disappeared once again.
And a new line is added into Ecas:
Your application was reviewed and we started processing on April 21, 2011.
Hopefully good news follows now with grace of god.

For eg:

If the employer is a well known employer, then it is easy to verify the employment record. And on the other hand, if the employer is not very popular then they should take enough measures to make sure that the same is valid enough or not fake. And for them, it takes time.

If the fund details provided are connected to your PAN, then they can access the deposit details probably through tax department. Not sure.

To verify the file fast or slow they need to take the File out of the closet and see whats in it and decide the speed of the processing

and that would happen only if they start processing

My file is still in the closet so the explanation you gave does not hold water.
