The language in all cases reads

We reviewed your file ( past Tense) then says and started processing in such date

so I guess It should me Medicals.

If they had to say something else they could have said we "started reviewing" your file.

what say all

My experience

date of application and first AOR

cause they give 3 months to submit docs some applicants submitted within two weeks some took full period
going by second AOR will be un practical
