He can only apply, but if he is unemployed and really doesn't have any ties to SA then it is going to be difficult for him to get a TRV.
It really doesn't matter that you have the same financial supporter.

Hello,
I am a PR in Canada ( Ontario) and I'm trying to bring my brother from Jordan to Canada, As you may know applying as skilled worker takes about 5 years

so whats the faster and easiest way ?

I can not sponsor him as brothers ( above 21) can not be sponsored.

If he can find an approved job via an Labour Market Opinion that would allow him to work in Canada, and then he could have his application fast tracked through Buffalo. If his skills and his experience fall within the list (still to be published) of those jobs that will be processed quickly, other than that he will have to submit an application and if his work experience is not on the skill list, it will be returned.

So your advise is to apply as skilled worker category and then try to find a job, or try to work on the Provincial Nominee Program ( Ontario) ?

He has a university degree ( Accounting) and more than 5 years experience.

On related topic, where can I find a list of employers who give job offer through PNP ?

Thank you for your help

The ON PNP website is at http://www.ontarioimmigration.ca/english/PNPquestions.asp#employment but they don't have a list.  However, I don't see accountants on their list at http://www.ontarioimmigration.ca/english/PNPOccupations.asp  Maybe they will add them later.
