The new IMM0008 form. "Immigration office requested to process this app"

   Ok so I see that as of July 17th there is a new generic form IMM0008 to be filled out.  As my wife and I and our two kids are going to be in Canada I thought we'll do the inland process because we didn't know for sure if we were coming until April which I thought wasn't enough time to start the outland process.  Anyway to make a long story short, in the first section "Application Details"  question #4 says Immigration office requested to process the application".  Well this kind of through me because I thought this along with the rest of the forms would be submitted IN Canada.  My wife is South Korean, and that's where I too have been for the past 14 years.  From their instructional guide it says:

"Immigration Office requested for the processing of your application
Indicate the name of the Immigration Office which serves:
 your country of nationality, or
 the country in which you are residing, provided that you have been lawfully admitted to that country for at least one year." 

    So since we'll be arriving on August 4th, the ONLY option appears for her to put the "Canadian Embassy in Seoul" but I just don't understand how that makes much sense seeing as we are going to apply INLAND.  Anyone have any suggestions?

I thought so too but the part that says "the country you've resided in for a year" won't really apply to us as we will be in Canada starting next week.  This part is really confusing.  I guess we'll go ahead and send it inland and hope for the best.

If you intend to apply as spousal inland.  (You realize that the processing will take up to about 18 months inland and about 7/8 months in Seoul?) If you are intent on filing in-land you select Vegreville.

To the OP: your wife can apply outland and still stay in Canada with you and the kids, as a visitor. It would be quicker.

Yeah I'm thinking it would be better to apply outland even though we will be in Canada.  She has gone to the trouble to get the proof of documents specific to Korea just in case we do decide that.  I guess it would make sense, and worse case scenario if she has to go to the interview it will give her an excuse to fly back and see her family, though it will hurt our pocketbook.

Now I see these new forms and it has me confused.

So is that 100% confirmed, that I can put 'Vegreville' if we intend to apply while living in Canada. Keep in mind we have been here less than one year.

If you apply through Vegreville, that is an inland application. For an inland application, you do not need to have been admitted to Canada for a year. As soon as the foreign spouse arrives in Canada, they can submit an inland application.
You would have to be admitted to Canada on a visa good for a year in order to apply outland through Buffalo. To apply outland through your country of residence that is not your country of nationality, you have to be admitted to that country on a visa good for a year, but you can apply before you have actually been there for a year.
