The ammendment has passed all sittings and has bescome law now

Finally the ammendment has passed through the parliment ,and now it has become the law.
for all those whose application were filed on and after 27 th feb 2008. now they will soon be reading some thing from immigration .

immigration is now wating for the instruction from minister of immigration.

Yes I read the news yesterday at CIC web
I don't know what does that really mean
Sometimes you have to understand Canada's diplomacy, you have to read between lines of that Press Release, maybe they want to stop people from highest rate of immigration and give priority to others... or they wanna increase passing score from 67 to who knows?????

Those who are experts in this forum, could you please give us some ideas, what does CIC really wanna do?
