Scenario:

TFW working on an LMO for skill level B position.  WP will expire in 6 weeks.  Employer wants to keep him and wants to support his application for PR to Canada.

Action being taken:

Employer will apply for a new LMO next week after advertising requirements are met.  By the time he receives a decision (6 to 8 weeks), the WP will have expired.  TFW will not work after the WP is expired.  If positive LMO is received, worker will apply for Restoration of status as well as new WP.  AT THE SAME TIME, the TFW will prepare and apply for PNP with the support of the employer.

Question:

Is this course of action correct?

yes, this is right, once work permit is expired and before expiry no application to renew initiated, he is not suppose to work for same employer.

restoration of status>>new work permit>> application for pnp
