Temporary Work Visa

Hi;
Can somebody tell me, my husband has a temporary work visa, and he had a temporary work permit. He resigned from his job and we were looking for a few options. However, due to personal reason he returned home faster than I obviously liked, can he return to Canada with his work visa even though he doesn't have a job?

If he still has a valid TRV, then he can return to Canada.

But he needs a new LMO for a new employer and can't start work until he has a new work permit.

Thankyou, we have tried everywhere in our area for new work permits, however no where is hiring due to the state of the economy. We are okay with him not working though, I just wanted to know if he could come back or not because I wasn't too sure
