Hi

1.  For a study permit, unless you are US resident, you will have to apply at an overseas office with a letter of acceptance from a Canadian school.  The forms are on office's web site.  For offices see: http://www.cic.gc.ca/english/information/offices/missions.asp  You realize that you will have to pay international rates from $9K to $13K per year and show $10K in funds for living expenses.
2.  For a work permit, again you will need to apply overseas.  You need an approved Labour Market Opinion from HRSDC.  The employer must advertise for 2 weeks on the job bank and demonstrate that there are no PRs/Canadians available for the job, and you are the most qualified.  With an approved LMO, you then can apply for a work permit.
