Temporary Visa Application Followed by Inland Application

Hello,

Long time lurker here and I decided to make my first post after more or less deciding on a course of action. My Fiancee is Vietnamese. I am Canadian. We are hoping that she will be able to come to Canada as a permanent resident. I would like to share my theory on what the best way for us to go about this is. If you have any opinions on what I am doing, I would be happy to hear them so that I may make changes to the process.

We want to apply for for a 3 month temporary resident visa for her to come to Canada
After she comes to Canada, we will get married - hopefully within the first month
After the wedding, we will submit our application for permanent residence, along with the open work permit application, which should grant implied status until we get AIP after 8-9 months
Hopefully all goes well after that point and we get permanent residence

We wish to do the process inland as currently the Singapore office is taking 20 months to process applications and we really don't want to spend that long away from each other.

Is there anything that I am missing?

Sounds like a good plan.  ALthough I don't have any idea how easy it is for a Vietnamese to get a TRV to Canada.  Inland applications are not that bad lately.  If you check the inlanders 2010 thread, a lot of us received both stage approved in 10 months!

It sounds fine, especially given how long Singapore is taking on average.
However, the big problem will be getting her into Canada on a TRV. Do not bother trying to convince the visa officer to take into account 'dual intent' - that won't work for a Vietnamese applicant.
She needs a lot of proof that she will leave Canada before the TRV expires - even though actually she is not planning to. Good proof: a return ticket; a job, and a letter from her boss stating she has two weeks (or whatever) holidays and is expected back; money in the bank and other investments; a lease or mortgage or property deed - with a lease, she could show she has paid in advance for months after her supposed return; proof she has enrolled in school, with courses that start after she is supposed to return already paid for; a child who is going to be left behind. Include as well a description of what she is planning to do in Canada (though don't mention getting married), and proof she has enough money for the trip.

If she can't get a TRV, put together a really good PR application with lots of proof your relationship is genuine, and probably an outland application through Singapore will not take as long as the posted timeline.

It would also be better if she had some family ties in Canada such as extended family (aunts/uncles etc), who might invite her for a visit or to attend a family event... Lying won't help your situation here at all, but if she does have that family, the invite letter would be stronger coming from them and not you... If it must come from you, I would not call her your girlfriend and definitely not your fiancé...  She needs to be coming to see things and people she wants to see, but won't be highly reluctant to leave....
