Temporary Resident Permit, Not Authorized of Leaving/Re-Entry

Hello,

I am awaiting for the final steps to my PR application.  In the meanwhile, I recently received extensions on my TRP and Working Permit.   On my TRP, it states "not authorized to leave/re-enter."  Underneath though, it advises to obtain travel facilitation docs from the Foreign Affairs department.  I am planning a personal trip in March and currently possess a US passport/citizenship.  I've talked to CIC but they give me different answers every time.  Please help!  Thanks...
