Temporary Experienced Skilled professional work permit for spouse

Hai,
 My husband works for HSBC india and he is travelling to vancouver coming jan 2009. and going to stay there for 6 months.
I am also a software engineer (holding masters degree in computers). We both come under skilled professionals category.

My query is
1) can i apply for temp work permit so as my husband along with the dependent visa which his company will be processing?
how long does it take to normally get it done?
2) if yes, is it compulsory to work there holding work permit?
3) is it allowed to take the dependent cum work visa as we have L2 visa for USA?


Kindly clarify the above queries ...
