Most of the major banks and some of the internationally reputed  money trading companies like Thomas Cook issue Traveler's cheque. Please view the website which explains the answer to your question:

As wilson link nice explaination. even when you go to purchase TC bank also will guide you before purchase, bank also gives you good information brouchers.
