I am a Canadian citizen residing in Canada, my fiancée is a Pakistani citizen residing in Saudi Arabia, and I want to have the Islamic marriage done here in Canada over the phone. I know that the CIC accepts marriages done over the phone as long as there were no proxies on either side and as long as it is valid in the country in which it occurred. So, what is their position on phone marriages done in Canada?

Wow I heard of doing this but for only Allah in his eyes would be legal in Islam but I did not know some countries would consider this a legal marriage over phone?
I hope for you it is inshaAllah but i be so surprised.

Sorry I could not help but Im so curious to see if it will be or no...

For a telephone marriage to be recognized in Canada, it must be recognized in the country where it performed in the OP's case, Saudi.  So he would have to prove to CIC that a telephone marriage is legal in Saudi.  Here is what CIC has to say

Telephone marriage A marriage in which one of the participants is not physically present and is not represented by a proxy but participates directly by telephone is a legal marriage if it is legally recognized according to the law of the place where it
occurred. This is a legal marriage for immigration purposes provided it meets the Canadian federal requirements, with respect to consanguinity and polygamy/bigamy.

Actually, in my case it is not Saudi. I want it done here in Canada over the phone, meaning being issued a Canadian marriage license.

I don't have a clue if it will be legal or not (Don't forget your financee is Saudi.)  So you are going to have to talk to the issuer of marriage licenses in the province where you intend to marry.
