Hi

My husband is a Canadian Citizen and he is currently sponsoring me.
I don't have my PR yet. But I can't wait to see my dad, can my husband
apply for father-in law or can I?

No - your husband cannot apply for his father-in-law. And you cannot apply until you become a PR. You'll have to wait until you become a PR to sponsor your father on the super visa. In the meantime, he can certainly apply for a regular visit visa.
