Can an application package be hand delivered to the CIC office in Mississauga when you're submitting it for the first time? Or will they only accept application packages through the mail?

No, I dont think you can. It needs to be mailed even if you are living in the next building! Here are some people who tried:

I know quite a few people who tried and were refused.

Mail it, request a signature on delivery.
