You have to call immigration and ask your options.  You could appoint your sister as custodian of your daughter.  There is an application for a study permit for a minor child but some people have just brought children over on tourist visa and it has been ok.  You would have to apply to extend after 6 months though.

You can apply for a study permit for your son.  If he is under age and you will not be in Canada with him, he will need a custodian, see http://www.cic.gc.ca/english/study/study-minors.asp

Sorry but dependents can't accompany live-in caregivers until they receive PR.

hi solonah,

As far as i know, children 6 yrs under doesn't need to a student permit to study, what I suggest is you can just get a visitor visa for your daughter and she can come with you when you travel and she can also go to school even if she is on visitor visa. She can stay with your relatives too, you can request for 1 yr visitor visa or 6 months and just renew it until you get your PR. hope it helps.
