Student -> Permanent Resident

Hi,

I am an international student at the University of Toronto. The tuition for this year was approximately $17,000. It was a large amount of money, but worth of paying.

Unfortunately, a prestige cardio center where my father worked as a highly experienced specialist was liquidated. It means that his salary dropped to approximately $15,000 per year which is, in the Czech Republic, the average salary of a highly specialized doctor with more then 30 years of experience. This is how the Czech Government values education... (don't think it is because they don't have enough money)

Clearly, this is not enough to pay the international tuition fees for 2006 - 2007.
I know that one possible way how to significantly cut off the tuition would be to change my status to PR. I have a huge family here in Canada and I hope they could help. So, I am wondering what are the chances of an undergraduate international student (without any work experience) and what would be the best way to obtain this status.
It is much better for me to study and eventually settle here, then going back to the country which doesn't valuate educated people and where science is the very last thing the government would support.

With no work experience, not completed education and 19-44 months processing time in Buffalo, I think that s/he will not qualify for Immigraton.  But just in Case, take the assessment at http://www.cic.gc.ca/english/skilled/assess/index.html
