Here is a case for discuss and thanks for input from all the experts:

1. Applicant Apply for Citizenship in Oct 2010 and Attend hearing in Apr 2011. She Never got anything back from CIC after that and the website show status as Decision Made since June,2011.
2. Just get the CAIPS note back and it shows the refusal letter was mailed out in June and returned back to CIC in Nov 2011 for unable to deliver! (probably got messy up by the post Canada strike when it was delivered).
3. On the refusal letter, it's said that applicant has 60 days to file for leave from the date the letter was mailed.

In this case, 60 days has been passed. But this letter has never been reached to the applicant and applicant is not awared of the decision without going through CAIPS nite!
Question:
would the applicant still be qualified to file JR?
