Statutory Declaration of Common-Law Union (Commissioner of Oaths)

Hi! I'm going to apply a re-entry visa (TRV), my visa will expire April 2012 and I'm going on vacation this May. One of the requirements is the Statutory Declaration of Common-Law Union, I just need to know if our Municipal Mayor can be considered as the Commissioner of Oaths or do i need a Judge as Commissioner of Oaths to sign our Solemn Declaration (in the Philippines)? Please help...Thank you!
