after 4.00 pm ..........
4.00 pm to 6.00 pm anytime ur status can be changed

It can happen anytime during the day.  I got the update at 9 AM, others get at 10 AM, 2 PM, 4 PM, 6 PM. etc.

Does one get the update on mobile first or on the internet (vfs website)?

Some people claim they didn't get intimation via Text, but I got simultaneous intimation through SMS as well as Email.
