Starting a Business with a one year work/holiday visa

Hi, I a Canadian citizen and myself I hoping to start a cleaning business. I am American and only here on a one year work/holiday visa. After reading the posts in "Business Immigration" it sounds as though you can start a business on a work permit, is this true? Is it legal/possible for me to be a co-owner of our small scale home cleaning company? Or will my partner have to be the primary owner and employ me under the regulations of my work permit?
