IMO, you can put your application and mention clearly that the passport is applied for and awaiting the number. And when you send the application to CIC, you can put the passport number and submit a copy of the birth certificate of your child.

I have not heard any news on changing requirements but they can change at any time without announcing it first so sooner is better.

As for the kid.. you must include the kid on your PR application.  US citizens can come to Canada as visitors for up to 6 months, after that, his kid would be living as an illegal immigrant in Canada.  He would have problems registering him in school, in time his kid would not be able to work in McD over the summer holidays, he would not be able to get a drivers license etc. etc.  Just like being illegal in the US.

I am still unanswered :)

Do I need to send any documents for my kid now? I am applying for AINP now.

I will get my kids US passport in 3 weeks. I can send the copy to CIC after my Nomination is approved.

THanks.

Put his his name on the forms and mention that the passport is applied for. They require a passport number in the CIC column. Or you can wait till you get the passport. I would wait to avoid complications later.

I have send my son's passport copies with my documents in both Federal and Alberta PNP application, so as Leon pointed out, you need to send your son's document as well. Though if your really afraid of change in process than you can call there hotline and ask if you can send his passport copy later.
