Spouse Visa Clarification

Hi,

I have a question regarding spouse visa and was wondering
if you could help me with this info.

I did my MBA in Quebec and i have a job offer from a Bank.
Currently i have applied for my CSQ for PR in Quebec and it is under process.
Also I have received my PG Work Permit for 3 years.

I am planning to get married in India and looking at bringing my spouse to canada.
How long does it take to process spouse visa and how to go about this process ? 
Do i have to wait to get my PR for processing visa for my spouse / can i apply
for her visa with my work permit ?

Any pointers in this regard would be very helpful.
