It's too bad about your friend. It shows that even when we try to find out ahead of time whether this or that will affect our case, the fact is the various government departments and their employees don't necessarily know.
Usually educational funding is not considered welfare, but sometimes there are cases where the names are confusing. For example, in Saskatchewan, welfare can include something that is called a training allowance, and the welfare department will pay for educational upgrades. Unfortunately, this is still considered welfare.

Now, I am definitely getting worried for my friend. I hope her's is not considered welfare. She is going crazy with worry with each passing day that the VO does not contact them. I will not be giving her this new info I just learnt from you though, Canadianwoman

only cos I think she might just loose it from worry. She is not doing so well with this delay and everyone around her is trying to get her to relax and think positive.
