There is no minimum amount but you can not be bankrupt or on welfare.  EI is not considered welfare.  There is however a chance, if you have no income and no funds and your spouse also doesn't work, that immigration may ask you what you are planning to live on.

Thank you for your reply. My concern come from a book about living and working in canada, which states that financial ability for sponsor for 2009 was $26,972 for a 2 member family, now i realise it is for an application made for 2 people where the main applicant must have 26 k.Sponsor is only moving to canada next month and will submit application soon afterwards, a period in which getting a job is minimal.

But the sponsor is already a landed PR?  This is a bit tricky here.  If the sponsor is in the situation that he hasn't yet landed but had applied for his PR as a single person and now has his PR visa but in the meantime has gotten married without informing CIC, he should absolutely NOT land before applying to include his wife in his file.  This will cause a delay in his immigration but it's the only way since in this situation, if he did land on his visa and then try to sponsor a wife he did not inform CIC of, it will be seen as immigration fraud, he will be barred from sponsoring wife and may even lose his own PR.

If the sponsor is already a PR since before he got married, this does not apply so in that case, no worries.  He can go to Canada and file for sponsorship and when they ask for last years income, show them tax papers from the country where he was living and explain that he does not have Canadian income yet because he just moved.  There is no minimum required to sponsor a spouse but since they ask, you should tell them.

In the 3rd scenario, if the sponsor was already married and for some reason included his wife in his PR application as not accompanying, he will still have to show enough landing funds for his wife as well, whether he sponsors her right away or not so in that case, it might make more sense to ask CIC to change her status to accompanying rather than wait several months to sponsor her.
