You would send your application to Mississauga but if your wife is not a citizen, she needs to be in Canada to sponsor you.  If she is a citizen, you have to include some evidence that you are moving to Canada when you get your PR.

You can pay the fees by credit card.

You mean we send all sponsorship & my PR application also together to Canada?
For fee payment online, do i need to select missisuga center then?

You send all your documents to Mississauga, see http://www.cic.gc.ca/english/information/applications/guides/3900E6.asp

When you pay the fees online, you also select Mississauga.  They will process the "approval of sponsor" part of the application which takes about 36 days right now and after they are done with it, they will send it to your local visa office.  You can see your visa office processing time for spouses here: http://www.cic.gc.ca/english/information/times/international/05-fc-spouses.asp

Do we still send everything to Missisaga?

Also I don't have any proof that we will move there after PR except some online job applications. Shall I attah those?

On our case, we got a letter from my sister's husband from Canada indicating that he will help us out by allowing us to stay at their place in Canada till we get settled(intially). Also, we indicated that we'll start enrolling our kids to the schools after we land there. We also mentioned that no companies are willing to give a job offer waiting till our immigration is done.

You still send everything to Mississauga and if you don't have a job offer, accepted to college or house in Canada, you should at least get letters from your wifes family saying that they know of your plans to move and will help you by letting you stay with them when you arrive.  You can also attach your online job applications to show that you have been looking for jobs.
