 I will be getting married in the phillipeans in october ,then starting the sponsorship process. How long does it usually take befor a forign spouse can come to canada? Is there any way she can visit me here?

You can see processing times for spouses here: http://www.cic.gc.ca/english/information/times/international/05-fc-spouses.asp#asia and add about 43 days currently that it takes to approve you as a sponsor.  It's unlikely they will give your wife a visitor visa while she's applying for PR.  They might be afraid that if the application is rejected she will stay on illegally.

Leon is correct.  I assume you and your wife will be filing an outland application since she is not from a non-visa exempt country.  Your application for sponsorship will first go through CPC-Mississauga for them to see if you are able to sponsor your wife.  This process, if your application is solid, takes 1-1.5 months.  Once they approve your sponsorship, the application will then be sent to the Canadian embassy abroad (I think it is Manila for you?).  There, they look at your wife's part of the application.  This process can take anywhere from 6 months to 1 year depending on how solid her application is and that you and her have sent everything that is required to avoid any delays in their decision.

As far as her visiting you, the chances are unlikely depending on her situation.  Does she have solid evidence to prove to the Canadian embassy in Manila that she will return after her temporary stay (i.e. stellar job with permission to leave/return, lots of saved money to fund her trip, land/house/kids that she needs to go back to).  This route, where she comes and visits you, is a route most of us, on this forum, have tried in the past with our loved ones and were unsuccessful.  Reasons are that the embassy's are rarely convinced that the applicant will return after their TRV (temp. res. visa) has expired.  Since you are married to her, she will have to state this on her TRV application and there is no chance they will approve her to come and visit you.  Good luck with the process!
