This is a question for a Friend.

He applied in May to sponsor his wife. He just received a letter stating the following:

Quote
We have reviewed your eligibility as a sponsor, but regret to advise that the recommendation we
are forwarding to the visa officer is that sponsorship eligibility requirements, as specified in the
Immigration Legislation, have not been met for the following reason(s):

• See attached Appendix "A".

However, as you indicated on your sponsorship application that you wish to continue with, the
processing of this application regardless of any sponsorship ineligibility, the Application to
sponsor, our recommendation on your eligibility, and the Application for Permanent Residence
for your relative(s) have been forwarded to our post abroad for consideration.

In Appendix A it says:

Quote
You are in default of sponsorship obligations that you assumed under a previous Undertaking.
Specifically,NAME OF THE PERSON received and/or continues to
receive social assistance benefits during the validity of the undertaking that you signed or co-signed
to support their immigrant application.

He sponsored his ex-wife back in 92 and when they split, apparently she was on welfare for few months and he did not know.

The question is whether he should contact the VO and ask them to return his application and when it's all paid he will submit the application all over again. The second option that someone advised him is to continue with the process and send to the VO a receipt and a letter from the social services that everything is paid.
