Where should I send my sponsorship application for my spouse if I'm living outside Canada?

Can I mail it to the Canadian Embassy or Consulate?

If it's an outland application (outside of Canada), you have to mail it to Mississauga.

So, to summarize, ALL outland sponsorship applications along with the application for PR MUST be sent to CPC - Mississauga!

Yes, the whole outland application goes to Mississauga, after the sponsor is approved, they send it to the applicant's country's local office to have that portion processed.
