first of all i have not started any paperwork for my husband yet,can anyone tell me what is the best way to go,to get him to CANADA and WORKING right away,reasons being that we have 2 children and we have two concrete jobs waiting for us.can we apply for out-land  sponsorship and a work permit at the same time?                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                   Thank you in advance!

No, unfortunately you can't.  Your husband would have to look into whether he is eligible for either an International Experience Class program or if the employer can get a positive Labour Market Opinion to hire him.

And "Open Work Permit" thing goes with inland application only.
