Sponsoring Wife while I am in US

Hi,
Can anyone advise me of the following situation...
I am a Canadian PR and currently pursuing graduate degree from US on student visa...My wife is with me in US on F2(dependent student visa) and she is Indian Citizen. Can I
(1) Apply for sponsorship for my Wife's PR for Canada while I am a studying in US?
(2) After completing my degree I am planning to move to Canada ... What would be an ideal case to apply for wife's PR to Canada? 

Any suggesstion?

No, only Canadian citizens can sponsor spouses outside Canada.

(2) After completing my degree I am planning to move to Canada ... What would be an ideal case to apply for wife's PR to Canada? 

Once you have returned to Canada, I hope that you are maintaining your PR status.

Any suggesstion?
