Sponsoring to Spouse...Help Please...

I want to understand the meaning of the following sentence...what they intend to say...?

Relationships that are not eligible
 •your sponsor immigrated to Canada and, at the time they applied for permanent residence, you were a family member who should have been examined to see if you met immigration requirements, but you were not examined

Actually my wife is not accompanying me...due to her tudies...and i have checked (No) on question whether will she accompany to u or not? But i have submitted all the original documents of her to Visa office so that in future i can sponsor her....

However, i am facing trouble...i can not extract the meaning from the above sentence...what actually are they saying?

Dear Sir/Madam,

I have query concerning to one change in form IMM 0008 Generic skilled worker application for permanent in Canada.

In the section of Details of family members, I mentioned during submitting my application that my spouse will not accompany me due to the reason of her on going studies in University. At that time, she was a student of BS Computer Science Final year (4 years degree program).

Presently, she has completed her studies in October 2010. I want that she should accompany me to Canada.

Therefore, kindly let me know if it's possible to make this change in my file? If yes, I will send her CAD$ 550 fees and show her available funds in my bank account. I have already submitted original documents of my wife that includes Educational documents, birth certificate, Translation of National Identity Card, passport copy, Marriage certificate, Photos, additional family information.   

If at the moment, it is not possible then do let me know in future will I be able to sponsor her once I become permanent resident of Canada?
