I AM THE PRINCIPLE APPLICANT AND WAITING FOR VISA, CAN I SPONSOR MY WIFE'S MOM &DAD ?

No, your wife can sponsor them and you can be a co-signer, but only after you have "landed" and earned the Low Income Cut Off figure from Canadian sources in the year prior to the sponsorship.
