Repeating your post only annoys people.

Looking at all your other posts, it seems neither you or your wife are citizens or PRs of Canada, only a friend you have, so you would need to to obtain PR another way. You need not worry about your marriage proof.

Not necessarily true.  Federal Skilled Worker applications require proof of the relationship as well.

Does it matter that I'm not a citizen?  I'm just a permanent resident?  I've only just landed about two months ago (not even).  Can permanent residents sponsor family members for permanent residence?

A PR can sponsor a spouse or common-law / conjugal partner, and children. But if you were married before you became a PR, your spouse/partner/child must have been listed on your PR application.
