Sponsoring Japanese nieces

My wife and I would love to bring her young nieces here to live with us from Japan. I'm a Canadian citizen, and my wife has her PR card. The reason we wish to bring them here is we are so worried about radioactivity which has been leaking from the nuclear power station in North Japan. If my brother-in-law lets us adopt the girls in Japan (who are 8 and 6 years old) will the Canadian government let us sponsor and bring them to Canada for the reason above? If so, how long will the sponsorship process take? While our application is being processed, will the girls be able to stay with us in Canada? Thank you.

If you can get the parents to agree, you should be able to adopt them. However, for an adoption PR you must prove you have (or intend to develop) a real parent-child bond with the child(ren) - in other words, the children are really being cut off from their original family. If the visa officer thinks you are just helping relatives immigrate (an adoption of convenience), the adoption will be refused.
The processing of adoption PRs is supposed to be given high priority, and will be done quickly, but the process of adopting a foreigner (i.e., before the PR application is sent in) seems to take quite a while.

Look at bringing them on study permits.
