We need a lot more information to be able to tell you for sure . . . primarily depends on where he's from.  And timing is everything.

As far as your eligibility to be approved as a sponsor - read through the sponsor's guide available for both the inland and outland process.

Being that he's from a non-visa-exempt nation, he's probably better off being sponsored via the inland process.  Kingston would process an outland application in 8-14 months total . . . and, even though he might be approved to remain in Canada during processing, he wouldn't be able to work.  If you file inland, including an extension/work permit application WITH the inland PR application - being sure that it's received by CPC-Vegreville BEFORE his work permit expires on Dec 15th (track the mailing so that you have delivery confirmation) he has "implied status" to continue working until after the first stage of assessment is completed for his PR.  That is currently taking 6-7 months and then, immediately on approval, he'd receive his new temporary status in the form of an Open Work Permit.  The remainder of the process takes from 6-12 more months.

You do need to be aware, though, that if you file inland you give up your right to appeal if the application is refused, and he is encouraged to remain in Canada for the duration of the process because, if he leaves and is not readmitted, the inland application is forfeited because he's required to be residing in Canada with his sponsor in order to be approved.
