  Apply inland and include an app for his work permit at the same time in the same envelope,if your approved for first stage he will get his work permit.He did have a visit visa it just went out of status.And yes if he required to do an interview in Mexico he will have to go to Mexico city and then will not be able to return until he gets his PR if you apply outland.So if you want him to stay and work legally then do the inland it does take a bit longer but what does it mater if he is here with you.
