My friend is a canadian citizen but just live in canada until 5 years old and after that her family move to Brazil.She came by herself  in 2009 to learn english and meet another brazilian guy here at school and they start to date but she move back to brazil to start her university and they kept in touch on internet and this year in april she came back to stay in canada because of her  boyfriend  and ask for welfare to help her to support until she get a job since she has not much contact with her family and l live by herself since 17 years old and now she is 19 years old.My question is : She is going to cancel the welfare this month and use her insurance number for the first time and next year do her first income tax but she wanna sponsor her boyfriend and she is going to marry him next month and wait for the certificate to come out to apply .Is she able to sponsor him even if she was at welfare for 3 months ?? Is there a problem if she never show a income tax return in her life ? she is just 19 years old ,is this a problem to marry ? he is 25 .

Once she is off welfare she can sponsor him. She does not need a minimum income to sponsor a spouse.

But in some cases applications have been refused if the visa officer thinks that the couple will not be able to support themselves. To me, this looks like a case where they might be refused for this reason: never had a job, poor English skills, on welfare since she arrived in April, etc. So to help their application be accepted: she should definitely try to get a job, and her boyfriend should get a job (if he doesn't have one already), unless either one of them is going to school to get a degree that will help them get a job later.

she got a job and she is starting next month for $10.75 a hr full time . he works but not legally and get pay in cash and not sure if he can declare that.
