My sister is 45 years old, single, never married, unemployed and disability. I wonder if I, Canadian citizen, would be able to sponsor her to Canada.

Probably not, if you are married, have children, your parents/grandparents are alive or if you have brother/sister/aunt/uncle/niece/nephew in Canada.
