If the sponsored person got their PR less than 3 years ago, the sponsor is responsible for them financially if they go on welfare, the sponsor will be asked to re-pay it.  The sponsor himself could go on welfare though.  There are also charities, soup kitchens, food banks etc. they could make use of in order to stretch out what little they have.
