I'm a single mother, not married who has a child back in the Philippines.  However, when I became a Canadian Citizen in Canada, I didn't declare that I have a child back home, my initial plan was to let her study in the Philippines and my mother will take care of her, now she is 9years old and my mom had a stroke, and it's very hard for her to care for my daughter anymore.  My problem now is how will I be able to sponsor my daughter here to Canada even I didn't declare that I have a dependent back home.  Any advise is greatly appreciated.

 Sad Hi, you have purposefully done a great mistake while submitting the immigration application forms. Your family history should have  included all your immediate family members even though they are not dependents.  

However if  you are inside Canada now, you may contact the CIC  call center ask about your current situation  for sponsoring your child.
Call Centre telephone number: 1-888-242‑2100

Call Centre agents - Monday to Friday, 8 a.m. to 4 p.m., your local time, except for statutory holidays.

You must choose one of the first five recorded options before you can speak to an agent.

If you did not declare this child when you got your PR, you have two problems.  1) you will never be able to sponsor this child for PR and 2) you have committed misrepresentation when you landed as a PR without declaring your child and if immigration learns about that, they may revoke your citizenship as you misrepresented on your PR.  You should talk to a lawyer.

If you didn't have the child yet when you got your PR, I don't think you would have a problem since the citizenship application doesn't ask if you have children.

Thank you for all your answers.   I will give the CIC a call and ask for advise.  I wasn't thinking as to why I didn't declare my daughter.  I didn't think that 1 day I will need to bring her here.  So sad that my mom had a stroke.

See, it doesn't even matter if you thought you would have to bring her or not.  There would have been no problem declaring her on your application forms.  I do not know why people lie or leave things out of their application when there is absolutely no reason to.
