Sponser Parents

My parents have applied under family class in New Delhi with me as sponser. They recently got a letter for medical. My dad unfortunately had a slip and fall and underwent hip surgery. He cannot travel. My question is:
1. Can we request the medical be postponed by 2-3 months?
2. Can my mom ( who is dependant) go ahead and do hers and they just assess her without principle applicant?
3. If my dad ( principle applicant) goes in a wheel chair will they do the medical? If he fails will the whole application be declined?

Sponsorship took 4 years in Canada and application processing took 2 years in Delhi.

Both your mother and father have to pass the medical in order for the application to be approved. CIC will not process you mother's application separately. And if your father is deemed ineligible for health reasons your mother will unfortunately be denied as well. Long story short, your father will have to pass the medical sooner or later.

I don't know if you can request the medical to be postponed for 2-3 months. Hopefully someone else will be able to comment.

It's more complicated than that.

If your father cannot pass the medical, it means that your mother will not be approved regardless of whether she applies as a single applicant or jointly with your father. If your mother applies as a single applicant (and yes - this means you would have to start the application process again from scratch), your father will still have to pass the medical as a non-accompanying family member. If he does not pass the medical (even as a non-accompanying family member) it means your mother will be denied as well.

Thanks for the response. I don't understand the logic behind having a non accompanying member to do medical. Why should it affect the application at all.

It's because when a spouse who is a Canadian citizen or PR sponsors their spouse, the sponsored spouse cannot be refused PR because they will be a burden on the Canadian health care system. In other words, a spouse can only be refused for medical reasons if they have a disease (such as TB) that can could be pass on to others. They cannot be refused simply because they are unhealthy (like your father).

If your mother was allowed to immigrate independently and your father's health wasn't considered as part of her application, this would mean that your mother could first immigrate as a PR - and she could then sponsor your father. Since he is now being sponsored as a spouse, he could no longer be refused PR for medical reasons. If this was allowed, people would use this as a loop hole for bringing ill parents to Canada who otherwise would not qualify to immigrate.

To prevent people from using the above as a loop hole, CIC put the rule in place that forces your father to be medically examined along with your mother regardless whether he wants to immigrate or not. If either of them fails the medical, both will be refused.

He won't necessarily fail the medical because of a temporary problem. If examined now, the doctor would probably request more tests or a further examination once he has healed.
Is the problem that he simply can't get to a DMP because of his condition?

Yes the problem is he can't get to DMP.
