speed of process/different visa offices

Dear all
I have heard that the speed of the process is lower from London Visa office than others and it will take about 2 -3 years?
Is this true and is there any link i can compare the speed of process from different visa offices?

I heard from other source
New Delhi
is processing much faster in nowadays

Can any one tell me now how long Singapore vise office take for sending medical request after getting full document?When In process status will be shown in status..............
