We lived in canada 20 YRS ago and got turned down by immmigration and moved to USA. would like to know now that my son is 18YRS can he return to canada and sponsor his parents. Came to USA illegally.

Yes, but to sponsor he would have to make the Low Income cutoff figure in the year prior to sponsorship from Canadian sources. See; http://www.cic.gc.ca/english/information/applications/guides/5196E10.asp
 The sponsorship would take 24 months at Mississauga before approval / refusal. 
As you entered the US illegally you cannot apply to Buffalo, you would have to apply to your home country, see: http://www.cic.gc.ca/english/information/times/international/08-fc-parents.asp  for processing times.
